As an educator myself, I know how important education is not only in molding a person but in nation-building. In the Philippines, recent reports about aptitude and number of children in school came in opposing directions this year.

According to ABS-CBN News, the good news is, the performance of students in national aptitude examinations has improved significantly these past five years. Good you might think. But read on…

From 43.55 percent in school year 2002-2003, the average scores of elementary students nationwide increased to 59.94 percent in school year 2006-2007. Same goes for secondary school students, whose average scores increased from 36.13 percent in 2002-2003 to 46.64 percent in 2006-2007.

Management and curricular improvements, coupled with increasing amounts of resources poured into the sector may be yielding results.

But not everything is coming up roses.

Education

The Philippines still has a lot of catching up to do to be at par with its neighbors in the area of education. And last year’s midterm review of the country’s performance against Millennium Development Goal (MDG) targets highlighted a serious issue: participation rates—or the number of school aged children who are actually in school—are falling.

Participation rates had dropped by almost 14 percentage points from 96.95 in school year 1999 to 2000 to 83.22 percent last school year (2006-2007).

What is even worrisome is that the drop is particularly high in the primary school levels, where students learn the most basic skills of reading, writing and arithmetic.
