Learning How to be Patient

Author: jps61974

Today, it’s my schedule to renew my professional driver’s license at the Land Transportation Office (LTO) in Laoag City.  This is my fourth renewal in 10 years.  Driver’s licenses here in the Philippines are renewed every 3 years for the non-prof and prof types.

The only thing that makes me feel sick is the long queue at the booth.  Sometimes it takes a whole day to wait for the processing of a signed sheet of paper.

Although the Land Transportation Offices are centralized and the processing of documents are automated, the very slow action of employees are truly disgusting.  Add to the that the presence of “fixers” who happen to be friends and “kumadres” and “kumpadres” of employees inside the office, well what do you expect to happen with your queued application?

The LTO is one of the offices I really don’t like going to. Staying there is a big waste of time.  Many members of affluent families in Ilocos do not renew their driver’s license or car registration themselves.  Instead, they send their driver or “boy” to do the waiting for them.  Other times, they just pay under the desk ;-)

For this writer, the above-cited case will not work.  First off, I cannot afford to pay someone 500 pesos just to fall in line for me.  With the way things are in this country, I mean economically, paying a fixer is quite an impractical act.

    Points of View,

That is correct. it would be “abnormal” if there is no long waiting in government agencies anymore.
